Council meets every second and fourth Tuesday of each month in the Shell River Office Council Chambers, 213 - 2nd Avenue NW, Roblin. Meetings start at 1:30 PM for November to April and at 7:30 AM for May to October. The time changes are to accommodate council members during busy farm seasons (i.e. seeding, haying, harvest). Our latest set of minutes are shown below. If you see anything in them that you would like to comment on, please email us at shellrvr@mts.net. We keep one years minutes on the website. If you need to look for anything further back than that, please stop by the office and we'll be happy to let you look through the minute books.

DELEGATION:   7:53 AM – Morris Laviolette/Concerns

Morris attended the meeting to bring two concerns to Council.  The first concern was Livingston’s gravel pit.  Morris reminded Council that had been given exclusive rights to the pit and has full control.  He and the owner agreed to let  the RM use the gravel but, unfortunately, the contractor did not do as requested, threw stripping down in the ravine which needs to be cleaned up and the gates have been bent.  Morris also asked for more communication; he didn’t know the contractor was going to be at the pit until he showed up.  Morris feels with proper management, there will be product in the pit for ten to twenty years. 

The second concern is with a municipal employee stopping his trucks on the road asking them why they are there and telling them that they are wrecking the road.  Morris feels it is not the employees place to be doing that; he should take his concerns to the foreman or to council to be dealt with.

#333-12 Smigelsky/Mohr: WHEREAS Stars and Stripes Heavy Equipment Training Ltd. is registered with the Government of Saskatchewan as a Category 1 Private Vocational School in accordance with The Private Vocational Schools Regulation Act, 1995; AND WHEREAS they are presently seeking to establish themselves as an active member of our community; AND WHEREAS they have over 20 years of experience in the construction field and an extensive background with specialized training; AND WHEREAS their role in both the education and construction industry would impact the community’s ability to generate new sales for many of our businesses and their potential establishment here alone forecasts economic growth in lodging, consumables, entertainment, education and construction; THEREFOERE BE IT RESOLVED THAT Council of the RM of Shell River supports Stars and Stripes Heavy Equipment Training Ltd. establishing in our community.    Carried 6/0

#334-12 Lenderbeck/Senderewich: BE IT RESOLVED THAT all costs related to employee hearing testing by Stokes Hearing & Audiology Services of Brandon taking place on Monday, August 20, 2012 are hereby approved.   Carried 6/0

#335-12 Mohr/Lenderbeck: WHEREAS the RM of Shell River and Town of Roblin have been discussing water and sewer issues of mutual concern that include the high water levels in and around town as well as the holding capacity at the Town’s lagoon; AND WHEREAS it was suggested to have two Council representatives from each council form a working group to pursue a long-term solution; THEREFORE BE IT RESOLVED THAT RM of Shell River Council hereby appoints Councillors Doug Cranwell and Joe Senderewich to the committee and Councillor Louise Smigelsky as the alternate.         Carried 6/0

#336-12 Senderewich/Mohr: WHEREAS the RM of Shell River and Town of Roblin have been discussing water drainage issues of mutual concern; THEREFORE BE IT RESOLVED THAT Council of the RM of Shell River agree to hire Ed MacKay of H20 Management Consulting to survey the areas of concern and provide a recommendation for a long-term solution provided that all affected landowners are in agreement; FURTHERMORE THAT the expenses be cost-shared on a 50/50 basis.        Carried 6/0

#337-12 Cranwell/Senderewich: WHEREAS Lawrie Lungal was appointed Emergency Coordinator by the Town of Roblin since March 2011 without an agreement; AND WHEREAS he is requesting an honorarium of $300.00 per month ($100/month from each participating council) be paid for the past 17 months; THERFORE BE IT RESOLVED THAT the RM of Shell River agrees to pay Lawrie Lungal $1,700 being 1/3 share of the requested $5,100 on the condition that the Town of Roblin and RM of Hillsburg agree to pay their 1/3 shares; AND FURTHER THAT the RM of Shell River request a joint Emergency Coordinator Agreement be drafted for approval by the three municipalities.          Carried 5/1

#338-12 Mohr/Senderewich: BE IT RESOLVED THAT the Reeve and CAO of the RM of Shell River are hereby authorized to sign the Manitoba Association for Resource Recovery Corp. (MARRC) Eco-Centre Agreement which covers the period August 1, 2012 to July 31, 2014.          Carried 6/0

#341-12 Cranwell/Senderewich: WHEREAS pursuant to Section 374 of The Municipal Act a municipality may bid on and purchase property at a public auction and may direct a designed officer to bid on its behalf; THEREFORE BE IT RESOLVED THAT Council hereby appoints Dione Cherneski, Chief Administrative Officer for the 2012 tax sale auction.        Carried 5/1

#342-12 Lenderbeck/Senderewich: WHEREAS pursuant to Section 372 of The Municipal Act a municipality may set a reserve bid in the amount of the tax arrears and costs in respect of the property; THEREFORE BE IT RESOLVED THAT the RM of Shell River place a reserve bid on all properties in the amount of all arrears and costs in respect of each property.        Carried 6/0

#343-12 Mohr/Lenderbeck: BE IT RESOLVED THAT Council approve the purchase of an Acer Desktop computer with wireless keyboard and mouse as per Estimate #84 from Computer Solutions at a cost of $788.99 plus taxes. Carried 6/0

#344-12 Lenderbeck/Mohr: BE IT RESOLVED THAT all office staff be authorized to attend the Manitoba Municipal User Group AGM and Conference September 20 – 21, 2012 in Portage la Prairie; AND THAT expenses for same be allowed; AND FURTHER THAT the municipal office be closed those days.        Carried 5/1

#345-12 Cranwell/Senderewich: BE IT RESOLVED THAT Town of Roblin Invoice No. 2012-74G for January to June Waste Disposal Site and Library operating in the amount of $10,163.71 is hereby authorized to be paid.         Carried 6/0

#346-12 Mohr/Smigelsky: BE IT RESOLVED THAT Town of Roblin Invoice No. 2012-80G for 33% of expenses related to an Emergency Measures Course in Dauphin held March 20 and 21, 2012 and 33% of expenses related to the Volunteer Appreciation Lunch held April 27, 2012 is hereby authorized to be paid.               Carried 6/0

#347-12 Smigelsky/Lenderbeck: WHEREAS Michelle Harrison has requested to take the Manitoba Municipal Administrators Certificate Program; AND WHEREAS Council is in favor of this request; THERFORE BE IT RESOLVED THAT Council of the RM of Shell River approve of Michelle Harrison’s participation in the Certificate Program; AND FURTHER THAT all expenses for same be allowed including tuition fees, course materials, books and tutorials.         Carried 6/0

#348-12 Smigelsky/Mohr: WHEREAS Section 8.6 of Shell River’s Procedural By-law #8-11 states that the council shall observe a curfew whereby the item on the agenda under discussion four hours after the start of the meeting will be the last item dealt with on that day unless by majority vote the council decides to extend the time of adjournment; AND WHEREAS we have reached that four hour limit on Item # Communications/Correspondence; NOW THEREFORE BE IT RESOLVED THAT a ½ hour extension be allowed.         Carried 5/1
