Council meets every second and fourth Tuesday of each month in the Shell River Office Council Chambers, 213 - 2nd Avenue NW, Roblin. Meetings start at 1:30 PM for November to April and at 7:30 AM for May to October. The time changes are to accommodate council members during busy farm seasons (i.e. seeding, haying, harvest). Our latest set of minutes are shown below. If you see anything in them that you would like to comment on, please email us at shellrvr@mts.net. We keep one years minutes on the website. If you need to look for anything further back than that, please stop by the office and we'll be happy to let you look through the minute books.

June 26, 2012 in the Council Chambers of the municipal office.

#273-12 Smigelsky/Mohr: WHEREAS application C-64-2012-182 has been made for a Conditional Use on NW 6-26-29 to allow for a hunting lodge/outfitting business in conjunction with Lost Meadows Resort in an SRG-Seasonal Recreation General Zone in the RM of Shell River; AND WHEREAS there were no objectors; THEREFORE BE IT RESOLVED THAT Council approves of the Conditional Use; FURTHERMORE THAT all other necessary municipal and provincial government regulations must be approved and complied with.                                                                              Carried 6/0

9:30 AM – Marcel J.J.R. Gregoire, Solicitor (spokesperson), Helen Gauvin, Susan Gauvin, Ray Gauvin, and Gene Gauvin

 

Gauvin’s requested to attend the Council meeting regarding CLPA denial for general permit applications.  Marcel Gregoire distributed to Council a map of the property and copies of a letter dated June 22, 2012 to Crown Lands from Susan and Helen Gauvin detailing the history of the property.  Council was asked to support the Gauvin family with their request so their mother can remain in her house on the road allowance.

#277-12 Smigelsky/Cranwell: WHEREAS Section 8.6 of Shell River’s Procedural By-law #8-11 states that the council shall observe a curfew whereby the item on the agenda under discussion four hours after the start of the meeting will be the last item dealt with on that day unless by majority vote the council decides to extend the time of adjournment; AND WHEREAS we have reached that four hour limit on Item #C &C #5; NOW THEREFORE BE IT RESOLVED THAT a ½ hour extension be allowed.

#280-12 Lenderbeck/Cranwell: WHEREAS Darin Becker has fences off undeveloped road allowance at NE 32-25-29W; AND WHEREAS the road allowance is not needed for municipal purposes at this time; THEREFORE BE IT RESOLVED THAT the Council of the RM of Shell River grants permission to Darin Becker to fence off the road allowance on the conditions that:

1)    The gate remain unlocked to allow quads and snowmobiles to open and close which allows them continued use of the road allowance or install a Texas gate;

2)    The gate and fence be properly marked and signed;

3)    If the road is needed by the municipality at any time, the fence will be removed at his expense.

AND FURTHER THAT the RM not be responsible for any liability.

#281-12 Mohr/Cranwell: WHEREAS Ash Apiaries Ltd. has requested permission to keep bees on the unused road allowance at SW 27-28-29W; AND WHEREAS the road allowance is not needed for municipal purposes at this time; THEREFORE BE IT RESOLVED THAT the Council of the RM of Shell River grants permission to Ash Apiaries Ltd. to keep bees on the unused road allowance at SW 27-28-29W.

#282-12 Smigelsky/Senderewich: WHEREAS Section 252(2) of The Municipal Act authorizes the charging of debts to the tax roll; AND WHEREAS Council deems it necessary to charge an unpaid general account to the property tax toll; THEREFORE BE IT RESOLVED THAT Invoice No. 5092, dated April 4, 2011 in the amount of $65.63 be charged to Tax Roll No. 27450 in the name of Warren and Kimberley Ludwig.
